If the ball hits the dirt in front or to the side of the plate and the catcher can't control it, it's a wild pitch and the pitcher's fault.

If the ball hits any part of the plate and the catcher does not control it, it's the catcher's fault and not that of the pitcher.

 

1st  wild pitch in the dirt, something went wrong.

2nd  wild pitch in the dirt, pitcher has a problem, FIX IT NOW!

3rd , get her out of there and get someone in that has some control.

I have seen 14u pitchers that put as many as 16 balls in the dirt in ONE INNING! And, the coaches chewed out the catcher.

Let's call an apple an apple here. That pitcher sucks!

Tell the catcher she does not have to put up with that.
